{"id":18579,"date":"2018-08-11T10:21:52","date_gmt":"2018-08-11T15:21:52","guid":{"rendered":"http:\/\/marthacifuentes.com\/portada\/?p=18579"},"modified":"2018-08-11T10:21:52","modified_gmt":"2018-08-11T15:21:52","slug":"marco-tulio-ruiz-investigado-por-irregularidades-en-contrato-de-interventoria-de-transporte-escolar","status":"publish","type":"post","link":"https:\/\/marthacifuentes.com\/portada\/marco-tulio-ruiz-investigado-por-irregularidades-en-contrato-de-interventoria-de-transporte-escolar\/","title":{"rendered":"Marco Tulio Ruiz investigado por irregularidades en contrato de interventor\u00eda de transporte escolar"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong>La Procuradur\u00eda General de la Naci\u00f3n formul\u00f3 pliego de cargos al exgobernador de Casanare, Marco Tulio Ruiz, y al exsecretario General del departamento, Fabio Pinilla Castellanos, por presuntas irregularidades contractuales en el concurso de m\u00e9ritos para la interventor\u00eda del transporte escolar.<\/strong><\/p>\n<p style=\"text-align: justify;\">El \u00f3rgano de control formul\u00f3 un cargo al exmandatario departamento en el que reproch\u00f3 haber transgredido el principio de responsabilidad de la contrataci\u00f3n estatal, al no vigilar la delegaci\u00f3n dada al secretario General, a trav\u00e9s del Decreto 438 de 27 de diciembre de 2013 para \u201cadelantar las etapas precontractual, contractual, y poscontractual de (\u2026) y de concurso de m\u00e9ritos con excepci\u00f3n de la suscripci\u00f3n del contrato\u201d, observando que el proceso present\u00f3 condiciones factiblemente restrictivas a la libre concurrencia de oferentes y la selecci\u00f3n objetiva.<\/p>\n<p style=\"text-align: justify;\">Por su parte, la Procuradur\u00eda formul\u00f3 cargos al exsecretario General, Fabio Pinilla Castellanos, por violar el principio de transparencia y responsabilidad de la contrataci\u00f3n estatal al suscribir la Resoluci\u00f3n de Adjudicaci\u00f3n No. 0340 del 8 de abril de 2015.<\/p>\n<p style=\"text-align: justify;\">Cuestion\u00f3 al funcionario porque al parecer no verific\u00f3 que el proceso de selecci\u00f3n CAS \u2013 SG- CM- 003-2015 \u201cgozara de reglas claras, adecuadas, justas y completamente sustentadas y de esa forma haber evitado que se estructuraran aquellas probablemente restrictivas a la libre concurrencia de oferentes y la selecci\u00f3n objetiva\u201d.<\/p>\n<p style=\"text-align: justify;\">Las presuntas faltas de los disciplinados fueron calificadas provisionalmente como grav\u00edsimas a t\u00edtulo de culpa grav\u00edsima<\/p>\n<p style=\"text-align: justify;\">\n","protected":false},"excerpt":{"rendered":"<p>La Procuradur\u00eda General de la Naci\u00f3n formul\u00f3 pliego de cargos al exgobernador de Casanare, Marco Tulio Ruiz, y al exsecretario General del departamento, Fabio Pinilla Castellanos, por presuntas irregularidades contractuales en el concurso de m\u00e9ritos para la interventor\u00eda del transporte escolar.
