{"id":38888,"date":"2025-09-05T08:41:52","date_gmt":"2025-09-05T13:41:52","guid":{"rendered":"https:\/\/marthacifuentes.com\/portada\/?p=38888"},"modified":"2025-09-05T09:20:12","modified_gmt":"2025-09-05T14:20:12","slug":"locura-de-avaluos-en-yopal-y-opresivo-impredial-procuraduria-pide-rehacer-actualizacion-catastral","status":"publish","type":"post","link":"https:\/\/marthacifuentes.com\/portada\/locura-de-avaluos-en-yopal-y-opresivo-impredial-procuraduria-pide-rehacer-actualizacion-catastral\/","title":{"rendered":"Locura de aval\u00faos en Yopal y opresivo Impredial: Procuradur\u00eda pide rehacer actualizaci\u00f3n catastral."},"content":{"rendered":"<p>El caso de un ciudadano de Yopal, cuyo predio pas\u00f3 de estar avaluado en <strong>$4,6 millones<\/strong> a <strong>$187 millones<\/strong> tras la actualizaci\u00f3n catastral de 2025, se convirti\u00f3 en una de las pruebas que la <strong>Procuradur\u00eda Regional de Casanare<\/strong> present\u00f3 para advertir que la liquidaci\u00f3n del impuesto predial en el municipio no se ajusta a la realidad del mercado inmobiliario ni a los criterios t\u00e9cnicos exigidos por ley.<\/p>\n<p>En comunicaci\u00f3n dirigida a la magistrada <strong>In\u00e9s del Pilar N\u00fa\u00f1ez<\/strong>, del Tribunal Administrativo de Casanare, el procurador Juan Pablo Rinc\u00f3n Camacho solicit\u00f3 que se realice una <strong>nueva caracterizaci\u00f3n de los predios urbanos y rurales de Yopal<\/strong>, ajustada a criterios objetivos y bases reales.<\/p>\n<p>El Ministerio P\u00fablico insiste en que el proceso adelantado por <strong>Catasig S.A.S. EICE<\/strong> careci\u00f3 de fundamentos econ\u00f3micos y sociales, y no garantiz\u00f3 la participaci\u00f3n ciudadana.<\/p>\n<p>&nbsp;<\/p>\n<h4><strong>Requerimientos de la Procuradur\u00eda<\/strong><\/h4>\n<p>El \u00f3rgano de control pidi\u00f3 al Tribunal acceder al amparo de los derechos colectivos, ante la afectaci\u00f3n generada por la <strong>suscripci\u00f3n del convenio entre la Alcald\u00eda de Yopal y Catasig<\/strong>, y ordene que en un plazo prudencial se efect\u00fae una caracterizaci\u00f3n transparente de los predios, respetando los cuatro componentes que exige el catastro multiprop\u00f3sito: f\u00edsico, jur\u00eddico, econ\u00f3mico y social.<\/p>\n<p>De acuerdo con la Procuradur\u00eda, en Yopal no se garantiz\u00f3:<\/p>\n<ul>\n<li>El ajuste del aval\u00fao catastral a la realidad del mercado inmobiliario.<\/li>\n<li>La correcta identificaci\u00f3n de la destinaci\u00f3n econ\u00f3mica de los predios.<\/li>\n<li>La participaci\u00f3n de comunidades, organizaciones sociales y autoridades locales en el proceso.<\/li>\n<\/ul>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-38889 aligncenter\" src=\"https:\/\/marthacifuentes.com\/portada\/wp-content\/uploads\/2025\/09\/PROCURADURIA-CATASIG.png\" alt=\"\" width=\"567\" height=\"302\" srcset=\"https:\/\/marthacifuentes.com\/portada\/wp-content\/uploads\/2025\/09\/PROCURADURIA-CATASIG.png 567w, https:\/\/marthacifuentes.com\/portada\/wp-content\/uploads\/2025\/09\/PROCURADURIA-CATASIG-300x160.png 300w\" sizes=\"auto, (max-width: 567px) 100vw, 567px\" \/><\/p>\n<h4><strong>El hallazgo de la Contralor\u00eda<\/strong><\/h4>\n<p>A la advertencia de la Procuradur\u00eda se suma un informe de la <strong>Contralor\u00eda General de la Rep\u00fablica<\/strong>, que configur\u00f3 un <strong>hallazgo fiscal por $6.332 millones de pesos<\/strong> en la ejecuci\u00f3n del convenio entre la Alcald\u00eda y Catasig.
